Presidential Memorandum-Continuation of Authorities Under the Trading With the Enemy Act

SUBJECT: Continuation of the Exercise of Certain Authorities Under the Trading With the Enemy Act

Under section 101(b) of Public Law 95-223 (91 Stat. 1625; 50 U.S.C. App. 5(b) note), and a previous determination on September 11, 2009 (74 FR 47431, September 16, 2009), the exercise of certain authorities under the Trading With the Enemy Act is scheduled to terminate on September 14, 2010.

I hereby determine that the continuation for 1 year of the exercise of those authorities with respect to Cuba is in the national interest of the United States.

Therefore, consistent with the authority vested in me by section 101(b) of Public Law 95-223, I continue for 1 year, until September 14, 2011, the exercise of those authorities with respect to Cuba, as implemented by the Cuban Assets Control Regulations, 31 C.F.R. Part 515.

The Secretary of the Treasury is authorized and directed to publish this determination in the Federal Register.

BARACK OBAMA

The United States Coast Guard responded to a report at 9 AM this morning, of 13 people in the water following an oil platform explosion 90 miles south of Vermillion Bay, Louisiana. A Coast Guard District command center, received a report from a pilot aboard a commercial helicopter stating that there were people in the water near an oil platform on fire. All 13 people were wearing immersion suits. The 13 people were picked up by a Coast Guard vessel and taken to another platform. Coast Guard helicopters transported the rescued to a local hospital. The well at the sight is reportedly decommissioned.

Today marks the 75th anniversary of Hemingway’s Hurricane, the most powerful hurricane to touch land in the Western Hemisphere. This Category 5 Hurricane struck on Labor Day September 2, 1935 with little advance warning. It arrived late afternoon and early evening on that fateful Monday with sustained winds of 200 Miles Per Hour with gusts as high as 250. The storm surge is estimated to have been close to 25 feet as it completely covered the middle Florida Keys. The official death toll stands at 408 people, however hundreds more were reported missing and most of those were never found. The storm blew out Flagler’s Overseas Railway which was later paved over and is now Route 1.

Today we are in the middle of the most intense Atlantic Hurricane Activity in more than five years with Earl, Fiona and Gaston threatening the East Coast. A newly formed storm is expected to be christened Hermine later this weekend.

Former Cuban president Fidel Castro, who once looked at homosexuals as counterrevolutionaries and forced into military service, where they could be re-educated, has told a Mexican Newspaper that he was personally responsible for their persecution and now calls the period a great injustice. He once announced that “In the country, there are no homosexuals, they are“agents of imperialism” who should not be allowed in positions where they can influence young people. The Castro government of the nineteen sixties also claimed to cleanse the arts of “fraudulent sodomitic” writers and “sick effeminate” dancers. Homosexuality was decriminalized in 1979 and today, Citizens can also undergo sex reassignment surgery for free.

Key West Police are investigating claims of sexual battery after receiving a fax stating that from January 2001 until 2005, a teenage boy was molested and sexually abused by James Rosier Junior, the former Pastor for the Bethel African Methodist Episcopal Church at 223 Truman Ave. The boy’s parent’s had given custody to Rosier at the time while the boy served as a youth pastor.

The statement alleges that from January 2001 until September 2005, Rosier had performed anal and oral sex on the boy many times at a Thomas Street house. The acts also took place while the two were on trips to other churches at their hotel room. The boy now in his early twenties, said he started receiving counseling earlier this year and has not had any contact with Rosier since.

The Florida Fish and Wildlife Conservation Commission (FWC) is reminding boaters to be extra cautious and obey manatee speed zone signs as they head out on the state’s waterways during the Labor Day weekend.

During warm weather, manatees move throughout Florida’s estuaries and rivers. Boaters can help keep manatees safe by following a few simple guidelines.

“We ask boaters to stay in marked channels, wear polarized sunglasses to improve visibility below the water surface and obey posted boat-speed zones,” said Kipp Frohlich, leader of the FWC’s Imperiled Species Management section. “Using poles, paddles or trolling motors when in close proximity to manatees and having someone onboard scan the water when under way can go a long way to protecting manatees from harm.”

Boaters should scan the water near or in front of the boat – looking for a repetitive line of half-moon swirls – sometimes called a manatee footprint – or a trail or a snout or fluke (tail) breaking the water’s surface.

“Manatee protection is a high priority for the FWC,” said Carol Knox, manatee management plan coordinator. “We are committed to conservation actions that reduce the number of human-caused manatee deaths.”

Enforcement of manatee protection zones and efforts to inform boaters about manatee conservation also is a priority for the FWC’s law enforcement officers.

Besides slowing down, obeying speed zones and following the FWC’s recommendations, residents can purchase a manatee specialty license plate. The funds collected for these plates go directly into manatee research and conservation.

As of Aug. 20, 58 manatees have died in 2010 from watercraft strikes.

(Stock Island) On Tuesday, Detectives from the Sheriff’s Special Investigations Division conducted a highway interdiction on Stock Island. Participating in the interdiction were Road Patrol Deputies, Key West Police Special Investigations Detectives, the Drug Enforcement Administration, ICE Agents, and Monroe County HIDTA.

During the interdiction detectives responded to a suspicious person call on Big Coppitt Key. As detectives arrived at 431 Avenue B they could hear hammering. Detectives then observed a attempting to pry open a newspaper box. The man admitted to detectives that he had stolen the newspaper machine by the Tom Thumb on Stock Island and was attempting to remove the coins.

A representative of the Key West Citizen was contacted and declined to prosecute the man for the crime. Overall in the interdiction, 36 vehicle stops were conducted for various traffic and safety violations; 3 people were arrested, 8 citations were issued along with 31 warnings. 24 K-9 searches were completed. The team seized 7 grams of marijuana, 80 Oxycodone pills, 25 Xanax pills, and $1250 in suspected drug proceeds.

During the interdiction, 23 year old Steven Christian was stopped for having his vehicle’s left brake light out. A check revealed his driver’s license was suspended. He admitted to having a small amount of marijuana in his glove box. Christian was arrested.

26 year old Andrew Jackson of Sugarloaf Key failed to stop at a stop sign in his vehicle. He was pulled over and Deputy David Minor and K-9 Tracer checked the outside of the vehicle. Tracer alerted on the vehicle’s passenger door, and then alerted on the center console. A search of the car turned up Oxycodone pills and Xanax. Jackson was arrested.

40 year old Javier Nodal was stopped on his bicycle for having no light. He admitted to having a small amount of marijuana in his sock. Nodal was arrested.

Several viewers have sent in stories this week and one in particular has caught our eye that we would like to share with you.

A Key West couple are not sure if they are in the middle of a chain of events tied to paranormal activity or the receiving end of a cruel hoax.

The bizarre events began after the couple claim they began packing up their house to get ready to move to a smaller home after their daughter Mary, moved to Orlando to attend college last week. While cleaning out a closet in Mary’s bedroom, the couple found a ratty looking stuffed animal they had given her for Easter several years earlier. The couple – who wish their last names to remain anonymous until further testing is done – say the child did play with the stuffed rabbit throughout her childhood and affectionately named the rabbit, Dolly.

Since Dolly had spent the last several years beneath a pile of blankets and pillows in the closet, they didn’t think twice about tossing it in the trash before leaving for a five day Bermuda getaway. During a casual telephone conversation while on the vacation, the mother informed Mary that they had thrown away some of the junk in the house including Dolly. Mary reportedly began crying and said that she could not believe that her parents did such a thing.

Things took a turn for the weird when they returned home late Sunday night to find their house crawling with Palmetto bugs which they never had a problem with before. When they turned on their bedroom light to finally go to sleep, what appeared to be wood ticks had infested their bed. They were later to find out that the insects were actually bed bugs. Not sure as to how to deal with the infestation, they dragged their mattress and boxsprings outside on the back porch where, you guessed it, Dolly was propped up on a lawn chair.

Robert the father believes that someone pulled Dolly from the trash and also introduced the bugs to the house. They have had several transient renters in an extra bedroom over the years and one may have had a key to the house. The deeply religious mother thinks otherwise.

To make matters a bit eerier, the mother claims that when she picked up a developed roll of film yesterday from the Key West CVS, faint images of Dolly can be seen in photographs taken on their vacation.

The couple have contacted a paranormal team who are due in Key West next week along with a television crew. Dolly the Rabbit is now being held at un undisclosed Key West location.

On a side note, the couple, who have been sexually inactive for several months, tell radiofreekeywest.com that they are now trying to have another baby.

(Key West – Southernmost News Bureau) Monique Acevedo, the woman Judge Mark H. Jones described as one of the most “villianized” women in Monroe County history was sentenced to 8 years in prison with 22 years probation to follow after pleading guilty to all six counts on three charges. She was facing a maximum sentence of 120 years.

Acevedo admitted guilt in charges that spanned Scheming to Defraud to Grand Theft in a oxycontin fueled, bi-polar three year crime spree that netted her over $400,000 in public school funds.

Acevedo’s Defense attorney – who repeatedly referred to Monique as “Miss” Acevedo -carefully crafted a tale of the life of a former Monroe County Office Manager of The Year into a descent of remorse, depression, manic buying sprees and a habit that lead her to “the streets” in search of her next Oxy fix.

Pulling at the heartstrings of Judge Jones was a parade of doctors and Acevedo’s relatives and their stories of the loving Monique that the public doesn’t know.

Clinical Psychologist Dr. Stephen Ragusea, who has only known Acevedo since March of 2009, served as the big defense expert. After spending year’s working with mentally ill prisoners, it came off somewhat ironic that he would be there to recommend that she serve house arrest and restitution in lieu of prison time.

Pleas for leniency came from her husband Randy’s brother, Ronald Acevedo, her brother Floyd Thomas Jenkins III – who teaches creative writing in Monique’s home state of North Carolina, and Floyd Thomas Jenkins II, Monique’s father.

Jenkins Jr., a retired minister delivered a mesmerizing speech that brought this writer back to a Boston pew thirty-five years ago. It felt as though he pulled out an old sermon and replaced all the Jesus references with the word “Monique”. The only thing missing was the alter boys, incense, communion wafers and occasional bell ringing.

Immediately after sentencing Monique was whisked out of the room without being handcuffed by two court officers.

Plans were already afoot to appeal the sentence.

(Key West) – The verdict is in. Monique Acevedo has pleaded guilty and has received a sentence of 8 years in prison and 22 years of probation in her role in scheming and defrauding Monroe County Schools. She received concurrent five year sentences for other charges.

Her defense is that the crimes were caused by a combination of prescription drug abuse and a debilitating bi-polar disorder intensified by the drug use.  Acevedo faced six charges in three cases as she entered the courtroom this morning. Judge Jones took into consideration a “Downward Departure” argument presented by her attorney.

Before sentencing, Judge Mark H. Jones pointed out the following:

  • Unprecedented media coverage
  • Most villianized woman in the history of Monroe County
  • Not allow mob mentality
  • Not a mistake but an Aggregious Criminal Act
  • The number of victims are innumerable and the financial impact
  • Frivulous spending
  • She assumed full responsibily and saved the County money by pleading guilty
  • Received numerous awards
  • Loving mother, sister, wife and daughter
  • No criminal history and convinced that she suffers from a mental disorder and substance abuse
  • Takes into account her remorse

She has thirty days to file an appeal for her sentencing.
